Decision of the Political Committee of the Sanhedrin
1. A house from which people are firing is to be considered a target, even if there are civilians residing in it.
2. A house which contains means of fighting, indeed those that live there are permitted, and should not be found there, as it is a legal target for an attack.
3. A preventative atomic attack is permissible against a nation which comes to destroy another.
