הסנהדרין הינה מקבץ של 71 תלמידי החכמים היותר חשובים בדור הנאותים לשבת בו, שתפקידו לפרש את דברי התורה, להכריע במחלוקות, כדי שתהיה התורה אחת ולא תורות של עדרים עדרים, ולדון בענינים עקרוניים של ניהול תורת ישראל.

בראש הסנהדרין עומד נשיא ולו סגן אב בית דין הממלא מקומו בהעדרו. חברי הסנהדרין יושבים בישיבותיהם במתכונת של גורן (חצי מעגל). החלטות מתקבלות עפ"י הכרעת דעת הרוב בהצבעה מסודרת, למעט בדיני נפשות בהם לא מספיק יתרון של דיין יחיד לחיוב. לא תמיד נחוצה ישיבתם של כל 71 החברים, למיצער חייבים להיות נוכחים 23 כדי שהמושב יחשב לישיבה סנהדרינית.

בית דין זה מנהל ישיבות שוטפות שבועיות בהשתתפות חברי הסנהדרין המתפנים לבוא לישיבה, למעשה מדובר בקבוצה בעלת אופי קבוע. בראש בית הדין יושב בעל התפקיד היותר חשוב בסנהדרין הנוכח במקום.

-b) At times during Jewish history, a parallel "Congressional Assembly" also existed.  Originally it consisted of the royal court of a constitutional monarchy, but in a democratic society it may consist of an assembly of regionally elected representatives.  Needs of the population were represented demographically; originally according to feudal strength, but in modern times they would be represented by voting power.  The head of the lower house would be the Monarch, ''Reish Galuta'' or Prime Minister.  He would have the power to collect taxes and would be the head of the executive branch of government.  He would be subordinate only to the Sanhedrin.
